Justification
Considering which the Mission of the university is "to offer
to
the society integral excellence for the life of the man and its
surroundings to the service of God the Biblical foundation and high
quality in the academic level, technological scientist and arises
a question to us and what of the popular sectors how it is possible
to be collaborated in the improvement of its quality of life.
It is by that the restlessness is born of the university to create
an Institute that enables to the popular and working sectors of
our society offering him of this one way the opportunity to become
qualified in different areas (technological, techniques, cultural
and social) to improve its well-being.
For such effect the General Regulation of Deprived Universities,
in its article 67 (Social Interaction) it says: the private universities
will have to maintain institutes destined to
the cultural qualification, social technique and of the workers
and popular sectors, in fulfillment of article 189 of the Political
Constitution of the State, and that the respective programs of qualification,
they must respond to requirements of plans of local development,
regional and national, in diverse scopes of the technical and technological
knowledge, the private universities will be institutionally responsible
for the qualification activities that make within the framework
of their
functions of social interaction.
To the people beneficiaries of the programs of social interaction,
certificates of Qualification will only be able to be granted them,
such that could not be recognized like equivalent to activities
curricular own of predegree programs.
Obeying to the article previously mentioned it is that it was
determined to create the INSTITITUTO OF FORMATION and PERMANENT
QUALIFICATION, employee of .

Vision
To be integral part of a university credited internationally, offering
qualification to the population in general fulfilling this way the
objectives drawn up, without neglecting the ethical values, spiritual
morals and based on the Christian philosophy.
MAIN
TARGETS
- To enable the students so that they develop its potentialities,
talents and vocation on watch according to the area of its preference
andor of studies, motivating its participation to forge new leaders
it jeopardize with the most needed
- To cooperate in all the projects of Qualification that arise
from interinstitutional agreements with the university in the
health areas, education, culture, investigation, ecology, etc.
- To identify the most sensible necessities (qualification) of
the population to advise, to orient and to develop programs of
nonformal qualification.
- To carry out the control and continuous and permanent pursuit
of the courses and programs of nonformal qualification according
to the POA and cronogram of activities.
Functions
- Planificar and to develop programs of nonformal qualification
according to the necessities of the community
- Entrenar to the participants of the different courses to
contribute to the improvement of the quality of life of the beneficiaries
- Coordinar the development of the courses and programs of nonformal
qualification with the beneficiaries to evaluate the social impact
in the surroundings
DURATION
OF THE COURSES
The projects and programs of qualification planned by IFOCAP
are oriented to the health areas, education, computer science and
administration, mean-atmosphere, culture, municipal management and
local development.
The courses are contínuos with a duration greater to 50 hours
and periodic courses of qualification with a duration smaller to
20 hours.
QUALIFICATION
FORMS
The Institute of Formation and Capacitacio'n Permanente
(IFOCAP) has diverse forms to distribute its courses:
- Actual (in classrooms).- the actual classes
are made in classrooms with the regular attendance of the students
in a minimum proportion to 80% of the same ones
- Semipresenciales (at a distance).- the contents
of the courses are sent and programs of qualification to the students
and these must render examinations in atmospheres of the university
or their defect in the communities of origin of the beneficiaries
under the supervision of the capacitadores.
EVALUATIONS
The valuation del yield of the IFOCAP students is governed by
the following basic criteria:
- Programming of the evaluativo system at the beginning of each
course or programs
- the evaluation is systematic and continuous
- all the academic activities like evaluables objectives are
considered such as: work of field, practical works, examinations
and other forms of participation of the students
The valuation del yield of the IFOCAP students is governed
by the following basic criteria:
- 51 % minimum note of approval
• 51-60% sufficient one
• 61-70% good one
• 71-80% very good one
• 81-90% substitute
• 91-100% excellent one
With the object of the otorgación of qualification certificates,
the aspirings must obtain a weighed average minimum of 51 points
in addition to the regular attendance to 80 % of classes.
REGIME
OF TEACHING
This adjusts to the regime of teaching of the UCEBOL, in addition
special regimes are contemplated that are not considered in the
same one.
The Institute of Formation and Permanent Qualification values to
the human resources already formed that are in the provinces and
communities of origin of the beneficiaries, so that they can be
capacitadotes after to be evaluated their performance under pedagogical
criteria by the instructors.

of pedagogía is verified that is related to teaching, design
of programs and processes of evaluation.

in continuous form (city and provinces) with the objective to equip
with tools and solid knowledge to them to give a added value to
the labor performance of the beneficiaries.
